Is Twisted Fate useless assuming PBE changes mostly go through?

So I'm hearing nerfs to sheen and zhonya's which are pretty key for TF. His counters (namely zed/yas/talon) are getting huge buffs in the new items to make them more popular picks that faceroll him even harder. The items maw and scimitar got buffs so you're not sacrificing anything to get them (everyone will have qss active for stun). Now I'm hearing people talk about the meta becoming 1/2/1 lanes because of rift herald. Assuming this puts TF bot or top, his ult is crippled in lane phase. I'd say try building him AD to get some mixed dmg in the all adc meta, but that's garbo compared to super-mobile ad kennen....

I don't care about the changes, I'm still going to play him ap and use his ult to snowball the other lanes like a good TF player should do.

And now that sheen gives 10% cd means you can card more often.

That new range-extension item may be something to consider. Can yellow card someone from even further distances.

How is TF ever be useless when he has an AA stun every three seconds, stupid waveclear and an op ult? he appears to damn fast from his ult, Tahm at least lasts longer to come out of the voyage. So no, Tf will NEVER be useless with that yellow card and his waveclear + burst. Imo, he is op as fuck.
