New players being placed in mid-high silver for five wins in provisional games?

I understand that I am not amazing at LoL, I'm in silver. I don't expect to win every single game. With that being said, let me say what I have to. I seem to repeatedly be matched with people on my team that have fundamental misunderstandings about the game. I remember in my very first season of LoL (which was season 3 I believe) I was placed in Silver 3 straight out of promos. I almost feel terrible for playing during that time because I was a fresh level 30 and didn't know what I was doing. Why are brand new players getting dropped in mid-high silver elo? A lot of players still do not understand what items to build, whether we should kill baron or just end the game, they either don't realize drake is on the map or they aren't aware of it's power, they don't know even half of the champions kits in the game, etc... Theoretically, if someone was Silver III and on a team with other people that were playing at a Bronze level (because they are new) the Silver player has to play at a much much higher level than Silver II (which would be next division they are going for) in order to win. I'm just looking for some discussion on solutions. Should all new players start out in bronze? Should you lose less lp the better you preform? While you can make the claim that the other team is more likely to have a new player, this is hardly the case, as they also have a higher change of having a solo or duo que of smurfs.

Mathematically, the average elo of the ladder and the average elo that new players start at have to be the same in an unbiased elo model. Making new players start in bronze will just mean after 1-2 seasons, that becomes the mean and everyone in mid silver now shifts down to bronze
