Allow us to give away our pick order

First of all, I pretty much wouldn't ban anyone if I wasn't worried it would piss my teammates off. I just don't care about what people think is "OP" and I'd rather just play than worry about that shit. I'd rather give captain to someone else because I'm a slow typer and often just lose bans because I spend too much time discussing with my team what to ban.

Second: If a teammate wants to get a certain pick before the other team takes it away, I would rather let them pick before me instead of having to trying to arrange trading shenanigans in a world were a player might not own the champion I want and/or vice-versa, especially since I don't own a lot of the top picks.

Third: I pretty much don't trust anyone's skill outside of their preferred role, so I'd rather just fill than let a mid main go blitzcrank support doran's shield start.

Forth: most players just play what they like, comp be damned, and I'd like to balance out a comp when I'm worried my team might go something like (obnoxiously common in low elo because "muh penta")
