General idea for more surprise rewards

So I've been thinking about how players could be rewarded for playing the game, I know that Hextech crafting chests, keys, and Honor have all been a nice addition to League of Legends, but for newer players, they tend to get skins for champions they are not even close to obtaining from the lack of BE nowadays. It would be nice if Riot Games added little capsules granting you BE/XP/OE at random occasions, like the current system for key fragments. Also the addition of birthday loot would be a nice touch for a rewarding feel. Also what happened to the end of season random skin we'd used to get? Give back to the players who have spent countless days and nights grinding for levels, missions, honor, and ranking. Since now all we get is a border, nothing more, nothing less.
