When i heard the reason Solo Queue and Dynamic couldn't exist from Riot

Apparently dynamic queue matchmaking would increase because the majority of solo players would be playing solo queue instead of dynamic queue. I wonder if it is because solo players perceive premades as unfair, toxic, and ruining competitive integrity? Of course if that is true then should dynamic queue ever be allowed for ranked matches?
