With the update shifting rankin was out of health and into resists, every source of %hp scaling gets nerfed.

Now even with the increase in resists making the value of individual armour points higher, the value of % shields has gone down. This is for the same reason that tanks are generally less tanky, buying resistances of one type leaves you open to damage from the other. Thus, with reduced health overall and more damage input from one or the other damage type, all shields but in particular %HP shields are weaker than before.

Additionally, while less health leads to reduced value of shields, it also leaves champions with % hp damage in a significantly weaker spot unless the % is in true damage. Considering that the majority of tanks rely on % hp damage to remain relevant threats to other tanks, this is another indirect nerf to tanks.

More concerns for the upcoming balance of the game, as I don't want to wait for months for everything to be fully balanced.
