lunar revel skins from past years still unavailable?

why lunar empress lux, lunar wraith caitlyn and lunar wraith morgana are still unavailable when it's the lunar revel? wtf riot? i bought 50e of RP just to get all my favorite skins and they're still UNAVAILABLE?
