Can we just get team builder again?

Can we get team builder back and just add a fill role to it and then force it upon everyone to use unlike how it was a choice last time. I think the whole thing failed so hard becase everyone didnt have to use it making it so half the player base was divided into team builder or blind pick. Lets face it support and jungle are unpopular already and as we see with this new ranked system ur going to wait forever or take a role you dont want eaither way. I think i would rather wait for a good game over being put in a bad one. I mean another option would also be making support mpre fun but riot is more concerned about jungle jungle jungle every new season

EDIT: this is not about ranked but about normals too i dont want to be forced into shit i dont want in normals anymore i want to choose and i dont just want to play draft and get counter picked all the time by ppl who dont want to play ranked but want to play ranked clearly because they are in draft
