Demolish on a ranged champion is not balanced

Being allowed to deal huge bonus damage to a turret as an AD carry is insane. Why does Demolish have such high base damage? It should be reduced across the board for ranged champions in my opinion. It seems like everyone opts for this rune even though it was solely designed for tanks only. Having resolve secondary with bone plating + demolish basically means you win the laning phase while obliterating the Tier 1 tower.
