Champion Relevance and Reliability
So a simple question to provoke discussion.
How relevant to this game are champions with no reliable mobility and/or cc?

Pretty relevant depending on the champion, With the juggernaut rework Riot is solidifying the raid boss champion type, low mobility/CC, but tons of damage, forcing the enemy team to try to fight them first, 
for example.
There are also squishier champions that lack CC and mobility, but usually they offer something else like pick potential or sieging.
Reliability is overrated.
But in seriousness I consider range/mobility the tradeoff that determines a champion area of influence. Which is often a very important trait that determines a champion's presence. CC is a great playmaker but forms of damage and utility have their own values.
