How is it possible to enter a Champ Select lobby and not 1 person's summoner name is listed in chat?

Why aren't all summoner names listed in this chat window as having "entered the room" ?

They aren't on my block list, so that can't be it... Do these bot accounts running in their own virtual machine not log in to the chat servers? I just don't understand this. Is it some sort of add on cheat?

I don't have time to figure out 4 summoner names and then type them in manually. Especially if it's something like ' IIllllllIIIIII ' how the hell am I supposed to look up this summoners match history?
