Genuine Question: Balance

So, let me preface things by saying that I'm a relatively new League player.

I came from Heroes of the Storm since that game is dead, and Blizzard is soon abandoning it. That being said, I've adapted quickly to League, I've been doing pretty well even in ranked games. Now, there is something that I've been seriously questioning as I've been playing a lot of Poppy and other tank(ish) champions.

So, Riot has it basically read in game as Health is the best counter to True Damage. If this is the case, why does %MaxHP True Damage exist? Why would you take the only counter existing for True Damage and make it null with these abilities? Largely looking at Vayne.

Late game, full-build Poppy with 4,813 Health, 255 AR/188 MR - and a Vayne is capable of annihilating my health pool in 3.7 seconds according to the death recap, with her Silver Bolts dealing ~2,900 True Damage.

A few things. First, death recap is frequently wrong. I think I've got a screenshot saved somewhere of it telling me that dragon smote me for 600 damage or something. It especially has trouble with mixed damage types, but if vayne hit you with 4-5 procs of w (8-12 autos depending on her guinsoos stacks) it would do about that damage. That is the nature of being a late game tank killing adc.

Now, as far as countering it, you want effects. Attack speed slows like item 3110 and item 3143 are really good options for her. Against fiora there's a plethora of movement speed increasing effects to make it possible for you to contest vitals. Also, hug walls. This is part of their gameplay counterplay.

Now, vayne feels like there's less gameplay counterplay than fiora wall hugging and dodging, but there's still a few. First and foremost, engaging fights on your terms is key to making sure you can deal with her before guinsoos stacks up. Then additionally, forcing her to target swap drops stacks, and her short range makes her much easier to cc than other adcs (making stacks fall off). As a tank, this encourages you to stay nearer to your carries rather than extend your Frontline out to be more protective, so that when you land your cc there's quick followup, but also the danger to your back line for being within 800 units of the enemy adc isn't huge.

That sucks, vayne was always suppose to be the lategame tank killer though, but a lot of her power has been moved onto early game without sacrificing much(if any) lategame power. She use to be extremely weak in lane with the promise that one day she would be the strongest lategame. Rageblade just made her silver bolts too strong though, but nerfing the item will hit many other champions that rely on it some of which are balanced. She is just strong now after some buffs, but league use to have a serious problem with tanks being too powerful (basically undying while still being able to 100-0 people. ) I would be okay with all anti tank tools get taken away if tank damage was nerfed in line with what you would expect from building PURE defence items and 0 offense.
