Genuine Question: Balance
So, let me preface things by saying that I'm a relatively new League player.
I came from Heroes of the Storm since that game is dead, and Blizzard is soon abandoning it. That being said, I've adapted quickly to League, I've been doing pretty well even in ranked games. Now, there is something that I've been seriously questioning as I've been playing a lot of Poppy and other tank(ish) champions.
So, Riot has it basically read in game as Health is the best counter to True Damage. If this is the case, why does %MaxHP True Damage exist? Why would you take the only counter existing for True Damage and make it null with these abilities? Largely looking at

Late game, full-build Poppy with 4,813 Health, 255 AR/188 MR - and a Vayne is capable of annihilating my health pool in 3.7 seconds according to the death recap, with her Silver Bolts dealing ~2,900 True Damage.

are really good options for her. Against fiora there's a plethora of movement speed increasing effects to make it possible for you to contest vitals. Also, hug walls. This is part of their gameplay counterplay.
