Key fragments drop rate

I feel like the drop rate gets extremely low when the last 3 key fragments of the month are missing. Is it possible to make it a little bit higher? It takes several daily games to find them and not everyone is able to spend that much time on League, especially when you have to take account of queue times, champ select duration, and eventual remakes.
