If the new bloodrazor doesn't need to be sated...
Theoretically, a farmer carry would benefit more in a lane with access to more income, while enjoying the benefits of the max hp damage. That being said, on trying out a few games (jungle vayne vs bots, then normals adc kog, top ww, top shyv, top vayne), it felt kind of weak.
As jungle vayne, I wrecked the bots (as usual). But I didn't feel like it was a strong item, I was just wrecking because I was fed. In fact, I actually felt weaker compared to the standard ADC vayne with a similar amount of damage items. For the record, I went BoRK/Bloodrazor/Dominik/Boots, and my usual build was bork/shiv/IE/boots.
ADC kog, I won that game but I was pretty useless the whole game despite reaching lategame (through game time, not through feed and cs), after sacrificing my early game to rush bloodrazor. Maybe it could be due to the fact I was playing badly and got nuked each time before i could pump out any damage, but still felt weak.
Top WW/Shyv/Vayne the past few games, I felt like my Vayne game started off the best until I got camped, yet this item still feels... weak. The other games I got thoroughly wrecked for getting it as second item, I got it on Shyv as first item because I wanted the slow from smite.
Overall, I think this new item is weak. It sounds nice on paper but the numbers are just too small to make use of in lane, nor does 3% max hp make much of an impact lategame compared to a flat AD item, unless of course the enemy is heavily stacking HP.
