What's the plan for Tahm?

I'm sure amidst all the preseason changes and problems something comparatively minor like this was put on the backburner, but are there any plans for Tahm? He's really not fun to fight right now, because of how stat-checky he is and all the free stuff he gets from building lots and lots of health. Tahm can even afford to build Titanic Hydra and AD, and combined with building HP makes every single auto hurt.

I recall Riot saying they want to do something about him, because right now he's unremarkable without the passive on his ult, which is a large part of what makes him so frustrating to fight. So I'm just looking for insight on what the plan is for him, short and/or long term.
