Sorry if all my post sounds a bit harsh, don't take it personally but there are big problems in your suggestions. I'd love to discuss Garen more, if you want to make a second post based on my feedback ;)

No. Low amount of Crit is just bad for the game. If you don't really care about the free Crit per se and just want some damage amplifier to the Villain, just increase the current %maxHP True damage that they passively suffer.
At level 6, damage from non-epic monsters will no longer stop Perseverance. and it is increase to 4%, doubled when below 37.5% health.
This is just a flat out buff. The monster part is currently at level 11, and the rest is smoothing out the passive progression. If Garen is slightly under-tuned and just need a small increase in raw power, why not, but that doesn't solve any of his real issues. Not a great change overall.
when damaging the Villain, each instance procs 1 half second worth of healing from perseverance.
Critmaster Garen (another board user) made a similar suggestion to trigger Perseverance healing in combat. His was a bit more involved to offer more skill expression, but worked from everyone, not just the Villain. Both suggestions have merit, but my first impression is that Critmaster's version was better.
If Garen kill the Villain with his ult, he gains 4%/8% of his maximum health, doubled to 8%/16% whilst below 50% max health.
Actually, you should often keep your R in reserve when you're hitting the Villain. You get so much free damage on them that you don't need your ult to finish them, so better keep it and use it to execute someone who's NOT the Villain. So no, not a good idea, it forces you into making the wrong decision.
Two possibilities that could work better:
- When you kill the Villain, no matter with what skill, you get Health back.
- When you kill someone with your R, no matter who, you get Health back.
In both versions though, this is much stronger than your initial proposal, so the numbers should probably be lower.
