Thoughts on Full CDR Marskmen

I'm going to math craft some of this out soon here, but I just wanted to hear the community's opinion on full CDR builds on certain marksmen. For instance, Essence Reaver, Black Cleaver, and boots of lucidity on someone like Graves or Varus. Crit/AS will always out dps late game, but if these can cause a powerful mid game curve it might be the start of something. Thoughts?

Full cdr is absoutly amazing on lucian.( reaver, masteries, ghostblade and ionians) It's not quite up to the power of a lategame tristana/kog, but it's pretty good

30 seconds between cullings.

It is good on lucian but I don't know about Graves. He's not the kind of ADC that needs cdr. He needs as much damage as possible.
