Fixing abuse cases of DFT

DFT: AD scaling is capped at 400ish AD. This is to prevent having to balance lower AD champs around higher ones especially people like who get more AD than normal. It is already up 24/7 making it better late game than thunderlord's with 0 contest, but it can put out tons more DPS on abuse cases like Jhin or possibly even if he ever decides to take it.
