Uh, that's not Riptide. That's Depth Charge, his ult. That said, moving in when he uses his E will reduce the damage you take from it. He's also INCREDIBLY bad at level 1 and 2, before he gets all his skills online. He also has very low base speed and armor, so victimize him for that. His Q can also land him in bad spots if you can make him hit a wall with it; he'll end up going further than he intended, without the support of his team.

In terms of counterpicks, Volibear, Olaf, and Vladimir all work well.
