Blocked from sending messages in lobby

Why is this still a thing when Blind Pick call order is such a huge deal? I don't understand. Especially when it's random. I'll get in to a lobby, type "jg" or "top" twice, and I'm blocked from sending messages - And 70% of the time, I have to spam it because it won't send my messages during the first few seconds. What is going ON?
