juggernaut items need to be restricted to specific champions.

i think the juggernaut "class" of champions is conceptually fine. a big effectively immobile champion with very little to no cc should be able to do some pretty decent damage if you let them get close.

however the items specifically implemented for juggernauts that give good damage and tank stats all in one package become beyond problematic when you allow champions that do not have a juggernauts inherent weaknesses to buy them.

so now you have champions like irelia or jax whos weakness is supposed to be having to trade off their damage for tank stats or get instakilled late game. by not having to trade off any damage in order to be tanky the champion simply put becomes broken.

their weaknesses cease to exist and they do everything better or as good as others that specialize in whatever they do.
