A new champion or reworked champion(full VGU's only) are unable to be picked in any ranked game. But, they cannot be banned in any normal game.

I feel like this would be nice for us so the champion isn't constantly banned but is also good for riot because information and bugs can be fixed easier since people can't ban the champion at all, almost guaranteeing that everything will be caught and fixed in under a week before they are playable in ranked.
