@Meddler, there isn't enough attention for the other group of "out of line items"
Of course when it is the too strong out of line it will get a lot of attention (look at duskblade most recently). But there are items that currently, some for multiple seasons, out of line in the sense of being underpowered or simply not matching up with it's counterpart items for it's power distribution.
I think it would be best to start with the one that is a meme for the infamy of how weak and useless it is. Ohmwrecker has been in a laughably bad state for too long. It is even more of a joke considering how many times in the past things have been buffed because they have spent too long being weak or out of meta. Or there is the other infamous removal of zephyr because it isn't used enough by riot standards, yet ohmwrecker is in a state of being a visual indicator that someone intends to int.
For coin despite the complaints about it being out of line in an overpowered sense, it really actually isn't. The issue with the coin line for it being out of line is that it doesn't match up with it's counterparts in terms of power distribution. Both relic and spelltheif have a roughly 50/50 split in the distribution of stat of passive/quest power distribution but coin on the other hand has all of it's power loaded into it's power/quest while it's stats are frankly utter crap.
Something else that doesn't get discussed enough is warrior. Right now similar to how the issue with the support items is the discrepancy between stat and passive power distribution, warrior has literally all of it's power in stats and doesn't even have an existing passive, even worse than having a useless passive. Look at the other jungle items; runic has a proc that scales with AP, cinderhulk has a passive that improves the scaling for building bonus health, and bloodrazor although frankly underpowered in execution has a passive that leans it's usefulness on building attack speed.
The last item I want to bring up is poachers dirk. This item is so similar to ohmwrecker in the sense that it has both extremely underpower stats on top of having a grossly poorly made useless passive.
