Off-Role Players

I've been watching Froggen's stream and in Back to Back games his team has had multiple people filled into an off-role, while the enemy team had 0 people filled into the off-role. How does Riots matchmaking determine a fair team? Shouldn't both teams have people in off roles instead of loading the off-role players onto one team just because they may have slightly higher MMR?
