monitor the smurfs and get them out of inappropriate leagues
they're ruining solo queue and you sit and do nothing. expected from a free game company like riot

So you bring in the problem expect a resolution and don't offer an easy doable way to do it. How would one go about identifying those smurfs? It needs to be something that can be done automatically as there is no way a person could manually go through millions of accounts.
On another note - a new account is the only way for those perma-banned to play again.
