Why is Lee's ult on such a low cooldown?

Considering it is a free kill everytime it's off cooldown and is versatile as fuck. Nautilus's ult has 140 seconds CD at level 6, compared to Lee's 90 seconds. Not to mention it's completely free. Is there any reason for this, except LC$B1GPL4Y$?
