Hextech rewards

A couple questions, if someone(me) was chat restricted recently, after the restriction ends can they get the rewards? Or is it longer than the games they have been restricted for?

If the person who is restricted gets an S rating, will the other party/players get the reward?

Also can rewards be gained in Normals aswell as ranked?

If anyone has a link to this info. that would be swell.
