Tp is actually a really good summoner spell. It's only useful on very specific champions in very specific mathchups if you take it outside of top lane.
On the other hand, if you don't want to take it top lane then don't. Use ignite and it's extra kill potential in lane to make your opponents laning phase a nightmare. This should force them to either use their tp to return to lane, wasting it for teamfights, or force them to tp out of lane to get away from you. If they tp to a teamfight, yes you might have to give up a dragon, but if you have ignite then you're most likely playing someone who can push a tower pretty easy and they will lose top.
TL;DR: Make use of the tradeoffs a different summoner spell provides and you should be just fine.
