Does riot just want the adc to get every cs past 15 minutes?

It's already hard enough to cs as a mage when grouped because the adc can just 1 shot caster minions with and can 1 shot even melee minions with a crit. This forces me to have to go a side lane to try to farm. However, if I am just afk farming bot, the enemy will just push mid and take turret. By the way, mages need even more farm than adcs do because of more expensive itemization. Scaling midlaners like are struggling because of this "push and roam" meta in midlane we have and they will become worse after the change.
