(Repost) The Future of Phase Rush?

Personally, as a Mordekaiser one trick and having over 500k of my 1.4 Million points as Stormraider's Surge it left a bad taste in my mouth for the new adaptation of it to come out as a nerfed version of the latter. Phase Rush I could have felt the idea and concept of it, for champions that want to run down their opponents and shrug off disengaging slows and perhaps using the extra MS to dodge heavy CC and even perhaps run from ganks like the old Stormraider's did, but without the oppressive speed that made the users of Stormraider's feel so much worse to be caught out against. The execution of it felt poorly handled and rather underwhelming to me.

For starters, Phase Rush feels like a low impact low cd spell that your opponents can basically ignore and use as a grace period in the early stages, if a champion like Maokai were caught by a Darius E+W+Q combo, the movement speed granted from it would not be enough to much more than get an extra auto attack in, which may be critical to getting the 5 stacks for Noxian Might, but overall not enough to REALLY punish him without ghost, which is what most champions ran when taking this key rune, which would most times result in a stun and knock back as he slows you just as the buff wears off and more than likely forces Darius to trade evenly to the Maokai due to the minion wave Darius would have likely had to pass into to commit to the early level aggression. And since then I know Conqueror has been released, and it was a boon indeed to get a breath of fresh air from the ever-looming tank meta Top Lane had endured for the longest time, but did it really change much at all? Top laners still cant carry with a keystone that is miles above that of Phase Rush and compliments their kits just as much such in the cases of Darius and Olaf or those who benefit from the change far more like Aatrox and Jax . But the state of game balance is truly a tired and sore point for us all that we likely get too much of an eyeful every time we read the boards, I trust that eventually Riot will figure something out and other champions that have been suppressed for far too long from the overhaul will begin to shine and we will get a satisfying turn out. But the point was that with runes that are more opt'ed to carry and bring a stronger way to scale while a rune that only scales itself and offers the same benefits to every champion, ranged or not is to likely be forgotten by a large class of the game aside from those that don't deal heavy amounts of burst and cant abuse the ranged kiting it offers as its current fantasy.

What I think should be done to better this rune for the state of champions that would prefer to run a rune that covers some of their shortcomings would be to first, take a look at what it offers, what champions it finds itself most compatible with and how it can help to achieve each champion's fantasy. So perhaps instead of a slight increase to movement speed for melee in the early levels it becomes more notable and has a longer duration, punishing those who are caught out of position against people who use the rune aggressively to stick onto targets and deal their kit's damage or even perhaps blitz away after blowing up a target, perhaps just refreshing a diminishing portion of the buff for every kill and take down? I feel this would incentivize going more aggressive on people early before they have a chance to scale in and set up their runes for a longer, more drawn out fight and allow them to push a lead out in their favor early if not given sufficient respect. And meanwhile for ranged perhaps the movement speed should remain the same but instead of receiving the same slow resistance perhaps it should not last as long? I feel this would also make the ranged dominance of this rune decrease if they instead had a chance to be slowed and punished for staying in combat or compromising their positions for too long and perhaps give their opponents room to breathe if they survived the initial impact of the spells?
