Rebalancing baron buff

Since baron is meant to be a pushing buff, it means that more than ONE person SHOULD be helping shove in a tower to take it. However, due to the weakness of towers and how baron buff works since S5 that has not been the case. Because baron buff rewards every player individually with a buff, even if your team gets 3-4 people killed after taking baron, your team gets the full benefit of baron from one person pushing. As long as that one person is alive, minions will always be buffed and your team will be able to destroy a tower as if the whole team had baron. IMO, takong baron should be a risky objective, but if you only need one person alive to have the pushing power for the whole team it takes away from the risk. If your team makes a decision to take baron while the enemy team is up, and some of your teammates die after taking baron during the big fight at the pit, you should be punished for not taking the baron as "cleanly" as you could have. If that one person who survives decides to split with baron buff, it is way to overwhelming and forces 2-3 people to defend a lane while the rest of your team takes the other lanes without the buff, resulting in a GG just because one person survived with the buff.

I propose scaling how baron affects minions depending on how many people are around. This way, one person doesn't have the power of a whole team in one lane through buffing minions. Having the minion buff scale with champions nearby forces a team to make strategic decisions and choose whether they should group or not to focus on one lane or multiple ones with less strength. Also, they don't mindlessly squeeze the enemy from all sides.
