Matchmaker Adjustments Aren't Helping

Ok this is my first post ever so bear with me, So I am a Silver V support main on the NA server, although I usually get grouped up with golds players when I play my normal games (not bragging just saying), and lately I have tried to branch out into other roles, mostly ADC. Now Rito told me they have a matchmaking adjuster so that when I try out new roles it will get adjusted so I don't get locked in with people way out of my skill level. But the problem I am having is that I don't seem to notice these changes at all. I am still put up with people who clearly are above my caliber when I play ADC, I end up feeding most of my games and quite frankly it's discouraging and makes me not want to play other roles because I feel like the only place I can practice without costing my team the game is bots, and they are too easy to simulate an actual game environment. Just as an example, in my second Miss Fortune game EVER, I got matched up with a Gold player and two Plats, which to my understanding means the enemy has a similar group of players. Clearly these people are way above my skill so I ended up feeding in lane and ruined not only my experience but their's as well. In short am I missing something or does the matchmaking adjuster need some work? I am not even sure if it is intended to set me up with lower ELO players so I may be wrong in all of this. Any help is appreciated.
