What if I am 90% sure I gonna lose this game, because I am last 2 picks, Can I dodge it without punishment?

don't think they will release information on how pick sequence ends up (don't think the community has a good grasp on it either.)

Pretty much have to try and talk to your team on letting you get a good role (and just a heads up to stingy players: Riot has stated Pick order is a LAST RESORT. They don't enforce Call order, but highly suggest you try and do it.)
