why does downs riot take months to fix blatantly broken champs?
all broken for several weeks/months and no changes
twitch has been 54% win rate for the last 10+ patches in plat+ while being a right-click only champ

BECAUSE THEY DON'T
and often they even nerf things too quickly or too hard (AP Kog, Corki mid, etc.)
Cait got nerfed recently and the other picks aren't necessarily OP besides maybe Zac.
If they nerf Pantheon they need to be careful in how they do it, if they reduce his his lane pressure to much, his point of fall off is earlier.
If they nerf his damage to much he won't be able to win lane as easily, and fall off sooner.
Draven is another case of, snowball, he wants to get ahead early, because he'll stomp harder before the enemy team gets armor.
Zac is strong due to his engage potential.
Twitch is a late game monster, his ulti with Runanns shreds everything.
