As someone who got punished a few months ago, I've already accepted the fact that I won't get rewards for this season, but is there honestly a reason why I can't play Clash with my friends? Very frustrating considering Clash is kind of meant for friends to create a team and compete.

I'm not really sure about you, but it takes me about 2-3 weeks to get from checkpoint to checkpoint. It all depends on how much you play and your behavior during those games. If you were punished a few months ago, it wasn't impossible to reach Honor 2 again--at least in my opinion.
Because alpha testing is a reward, and they don't want members who have a history of behavioral issues creating a negative impact on a game during their testing phases.
I don't know what exactly your restriction was related to, but keep in mind that the blanket minimum also restricts players who have recently had issues with blatantly trolling, feeding, going afk, leaving games, ... these are major issues for alpha-testing.
I'm actually a little surprised the minimum isn't higher to be honest.
