Hear me out.

Think about a pick like Malphite, which is considered really strong in the current meta. You're not expecting to win lane by a huge margin or pick up a ton of kills and snowball. You're expecting to be impossible to kill and bring a lot to the table when teamfights come around.

Sure, Ali is vulnerable to ranged champions, but so is Malphite. Malph has his shield to mitigate this, true. But Ali has a self-heal and better health regen than Malph. They have most of the same good/bad matchups.

The new Sunfire does a great job of leveling the playing field when it comes to pushing power, and Ali does a surprising amount of damage with item 3068 item 3025 item 3001

Laning vs. a lot of melee champs is surprisingly easy. You just farm and if they try to engage you Q -> AA to trigger Grasp of the Undying and walk away.

So I'm not saying Ali is better than Malph, I'm saying he fulfills a similar role as a top laner, and might actually be good in a comp that needs engage and peel more than damage or splitpushing power.

I play alistar solo lane and will say he's better as a solo laner before than now with the E nerfs. Alistar's combo comes from W + Q + AA + E + possible second AA, backoff and heal. The nerfs to his heal gives him a harder time against tougher matchups like Gnar, or GP, Maokai.
