Just a heads up for Riot about Kog's W buff

This change is going to make TanKoggy stronger by no small amount. He's been a thing since Season 2, but I haven't ever been clear on whether or not you guys are okay with Kog being functional as a ranged Juggernaut. What little information I've seen on the subject leans toward 'no', so I figured I would bring it up in case the dangers of TanKog didn't come up while iterating his W buff.
