script ?

i've seen many thing about hack league of legend on internet by those day ... my question is : there is a way to detect them ? and second question : why is'nt there NO report button to report hacker. some people clairly said in game that they were using those kind of thing do im supossed to report them as afk or unskilled ? lol make no sence to me
