What to do in this situation?

I was playing normals as rakan support with a jhin adc. we pushed up pretty far and had them against their turret for most of the laning phase. but we didn't do to much to their turret cause they would take our minions before we could push. because of that it was a pretty long laning phase with not much happening until their top and mid came down. what should i have done to push the turret? we were playing against a MF and a garen

Many things comes to factor when you're bot in a laning phase. You push out the wave as hard as possible and wait for late game for teamfights (Power farming). You can freeze the lane, and poke out the Garen and Mf, because you know you're Rakan with Jhin (so easy poke, and follow up W). One of the factors was focusing on Garen's passive and slowly poke him down.

Unless you're capable of dealing significant damage to the turret by forcing the enemy duo to go back, which is done by poking them to the point that engaging could kill them, you really shouldn't have pushed too hard in the first place. Needlessly pushing a lane like that is telling the enemy jungler "we want to get ganked."

During the laning phase, you typically want to just farm, and sometimes the best way to farm is to not push too hard. But even if you do want to push, you need to have proper wards down and good map awareness so you can escape what would other wise be an easy gank.
