In order for team balance, why not create more Smites?
I think the best meta possible is the tank meta. I think this because it slows the game down, and allows time for actual thought in fights. Arguments against the tank matter, on the whole, are valid. Teams take 3 tanks, they're unkillable that's boring. Totally agree. I get that, but feast or famine means no one wants to do the hard work.
The hard work, to me, is putting up with the amount of bitching that shows up when you change anything. But Smite seems to be the answer to our problems (i.e. requiring Smite in order to get Items) and why no one brings it up for other roles is confusing if not stupid.
If tanks are OP in the tank meta, then give them a damage barrier. Make the tank items reduce damage. I don't know why this is so difficult. If you're tired of every team taking 3 tanks, then make flash not available to those tanks, and make armor items contingent on some new summoner that reduces overall damage to champs (and increases it on Jungle Monsters and Towers).
I can feel in my bones that sort of non-profit logic of "but we've always done it this way" creeping in. The current status quo doesn't work. The solutions provided here are offering a logical solution. What's the harm in testing it if it means we save the game overall?
