That's because Riot, and the fake fanboys, would rather believe everything is perfect.
Same reason that Riot doesn't release legally recognized form of numbers to back up their advertisement, they pretend it's perfect, but they don't face the facts.
Riot knows that banning people fuels the black market and creates more smurfs, even Lyte admitted that. So why does Riot continue to perma ban instead of doing indefinite chat restrictions and low priority queues? One word: Money. Riot is betting that these players who get banned will be addicted enough to come back and spend more money all over again, and they're right, most people will. Greed my friends, Riot has played you all. Luckily Blizzard's Heroes of the Storm is looking pretty awesome, just needs to come out sometimes this century. Blizzard actually has professionally trained adults, and doesn't ban people for trivial arguments, I feel like there will be a major shift in the MOBA market once Heroes finally comes out.
