character not responing some times

When i get into a game doesn't matter what champion I play, just every now and then my champion would not responded to casting spells, movement or any thing i could be mid combo on ryze and then he would stop and attacked minions if they were there or keep moving in the the last place i told him/her to move.

I have tried to reinstall but that didn't work if anyone could help i would appreciate it.
