Start of game movespeed buff should stay despite you being late.

Remaking this because apparently it's the players fault for not being in the game on time, not riot's issue, sure, that's why some games people's clients crash and they have to recconect, just to make it back as minions spawn and woop lost half a wave cus no movespeed buff. Gonna keep on persisting in the question of, why not just give everyone a movespeed buff when they first spawn in the game, it's the little-est of change, the fact you lose it cus of whatever is going on out of the game shouldn't be a thing
