A detailed and dead-serious Sion rework proposal

Rework Goals

*Stop being a bonehead * - Sion's kit doesn't fit his apparent theme of a frightening undead warrior. With this rework concept, I wanted to make sure you got the "relentless-undead-monster-that-won't-stop-walking-towards-me-no-matter-how-many-times-I-shoot" feeling.

*Give him the "chopper" * - Sion's kit being split between AD and AP builds is a well-known problem. While in most reworks the ideal is to preserve as much of the kit as possible, in Sion's case I think he needs the axe. Of course, I wanted to retain several aspects of Sion's current kit, but I decided to cut out the problematic AP-based skills entirely and rebuild from there.

Without further adieu, here's Sion, the Undead Champion

Abilities
Innate Passive - Death's Caress
When Sion lands two consecutive basic attacks on an enemy, they will be feared for 7.5/1/1.25/1.75 seconds (levels up at 6/11/16) and Sion will receive +30 movement speed for the same duration. This effect cannot happen more than once every 6 seconds (unaffected by CDR).
Q - Soul Chopper
A 250 range, wide-angle cone attack that deals 75/125/175/225/275 (+70% bonus AD) damage to all enemies hit and heals Sion for half that amount over 3 seconds. Costs 45/50/55/60/65 mana and has an 8 sec cooldown.
W - Haunting Visions
A 600-range targeted ability that slows the target's movement speed and causes them to lose allied shared vision for the 4 sec duration. Slows the target for 25% to start, ramping up to 50/55/60/65/70%. Costs 85 mana and has a 14/13/12/11/10 second cooldown.
E - Enrage
Can be toggled on or off at will. While on, Sion has 24/32/40/48/56 bonus attack damage at the cost of 12/16/20/24/28 of his own health per attack. Also, while Enrage is active, Sion permanently increases his max health by 1/1.5/2/2.5/3 whenever he kills a unit (this bonus doubles against champions and large units).
R - Exemplar of Noxus
Sion gains a 250/350/450 (+15% max health) shield that lasts up to 8 seconds. As long as the shield persists, Sion gains immunity to CC effects and his attacks heal nearby allies (within 1000 range) for 35/55/75 (+10% ability power) health. This ability costs 100 mana and has a 150/125/100 second cooldown.
Playstyle/Reasoning Sion is now the frightening juggernaut we'd expect. He is now fully encouraged to build tanky, with the opportunity to build a little attack damage as well. The stats changes will make him feel a lot more like Nautilus, with slow movement and slow but impactful swings of his axe. Still, if he does manage to close the distance and land a couple hits on you, you're going to be feeling some pain. His full Q-W-E combo does give him some trading potential in certain matchups, but he might be better off as a jungler. Either way, once he gets his ult he causes some serious issues for the other team. His shield can be popped, which will slow the Undead Champion down, but if too many resources are wasted on Sion he has already done his job.
Sion now has a good deal of counterplay. In fact, it might be too much, as he relies greatly on closing the gap through positioning. I think he would be very teamwork-reliant. MS boosts from a Talisman or Sivir or Lulu (etc) could really help him wreak havoc on the enemy team. I think he would be a relatively easy champion to pick up, but still have enough strategic depth to keep experienced players interested.
What do you guys think? I'd love to hear some feedback. I know it might be hard to see a champion changed so much, but I do think this would be a positive change in the long run. As for the AP-Sion lovers out there, I think there is room in the League for a melee mage built around Sion's W--I just don't think an axe-wielding zombie is the right fit. I hope that they can come back to the kit elements of AP Sion one day and make a new, awesome champion.
