Dodging In Ranked Champion Select

Honestly, I don't mind dodging a champ select if you noticed that one or some of your teammates are intentionally trying to lose the game. So if you dodge, you only lose 3 lp instead of an entire game, and wait 5-6 minutes if it's the first champ select you've dodged that day. I'm sure almost everyone who plays ranked saw either a player write "mid or feed" and someone takes their lane, so they say "alright going to feed, check match history." And then you go on op.gg or lolking, search them up and see them actually intentionally feed their previous games. It's better to just exit out of champ select and again, only lose 3 lp. However, when you're in promos, its a different story. I believe that there is something already rigged with matchmaking during promos, and dodging champ select which counts as losing a promos game is what is messed up in my opinion. I know that if everyone keeps dodging, then it'll be hard to start a game but I think losing an entire promotional game is harsh enough and the wait timer before starting a new game is enough. What do you guys think?

I think it would just be better to permaban people who purposely try to make it unfun for others, Riot can tell the difference between the 4-12 adc that was shoved into the role vs the a boot w/homeguard , raptor cloak, and 4 zeal rammus. Hopefully a little better that it can tell when something is a staged report by premades at least.
