Skarner my baby

So skarner was given light with the juggernaut update then destroyed again and now not played anymore i love skarner but i cant play him because he is just plain bad. you do no dmg and are forced to go full tank. i got fed bcz of how much cc you have with great ganks but still did nothing this is why no one plays skarner anymore please rito buff my baby.
