Can we fight for controle over dragon spawns?

I know theres this whole randomization thing going on, but what if you could fight for controle or if in game events triggered certain dragon spawns? For instance, if there are a lot of 2v1 matchups that could spawn more air dragons to help you create even more 2v1's OR to turn more 2v1's into 2v2's.

If there are a lot of situations in which 5v5's remain grouped for extended times under towers, then you can spawn more water dragons.

If 5v5 situations tend to quickly explode and result in aces, then fire dragons should spawn.
