Surrender Vote Timer Thoughts

Why exactly could it be taking so long for them to implement the "lower FF timer" aside from the obvious answer "Because new client is still in beta".

IF they decrease the FF timer, doesn't that essentially mean they're happy with how fast game times actually are now? Why would they lower the timer if they wanted to make games longer? With the almost guaranteed 10 minute FF vote does that mean we're going to have really short games forever or is it just a bandaid fix for the "balance problems" in the games right now? Is the game being shorter a "balance problem" at all or is it intended with no hope for longer game times in the future?

I'd like some clarity on this. What about you guys?
