bug or lag?

so since yesterday ive been getting this weird bug/ lag where i cant control my character like i cant move and he will just walk forward out of no where and the game will like freeze for like .5 sec. this cant be lag casue im at constant 33ms even when this stutter happens any thoughts? this happens every 1=2 min in games
