D-shield interaction with dots needs to be looked into.

Since D-shield is being nerfed/looked into, the way the passive interacts with DOTS needs to be changed to keep it from being too strong vs DOT without affecting its strength against all else. Increasing its cost so that players can only start with one pot is just an overall nerf that with minimal impact on its strength vs DOTS.
